What is NHWA? The WHO National Health Workforce Accounts is the global standard for reporting health-workforce stock, distribution, education pipelines, equity, and remuneration. Nigeria submits annually via NPHCDA and Federal Ministry of Health. Each "module" is a fixed schema; AFRO collates submissions into the regional and global atlas. By generating these CSVs live from the registry, NPHCDA replaces a quarterly state-by-state data-call with a one-click extract that is always current.

Module 1 · Active health workforce stock

One row per (LGA × cadre × sex) cell. Aggregated from live PractitionerRoles. Includes ISCO-08 occupation crosswalk.

Education stage is currently derived deterministically from each worker's PHCW-UID with WHO-aligned shares (5% in training, 8% graduated last year, 25% 1-5 years, 62% 5+ years). In production this comes from Practitioner.qualification.period.start or the council-registration table.

One row per (LGA × cadre × year-of-entry bucket). Shows the recruitment pipeline shape — how the active workforce arrived over time.

Year-of-entry is derived deterministically from each worker's Practitioner.id with a realistic distribution shape (25% 2023-24, 30% 2020-22, 25% 2015-19, 15% 2008-14, 5% pre-2008). In production this comes from a 'date hired' field on the PractitionerRole period.

Module 5 · Equity dimensions

One row per (LGA × cadre) with sex, urban-rural, and age structure split out — the WHO equity lens. Female participation, metropolitan-vs-rural deployment, age pyramid.

Sex from Practitioner.gender. Urban/rural derived from a hand-curated metropolitan-LGA list per state (e.g. Lagos: Ikeja, Eti-Osa, Lagos Island, Surulere, ...). Age from Practitioner.birthDate; missing birthDate falls back to a deterministic per-UID bucket. Production would source urban classification from a NPC gazette and require birthDate on every worker.

Module 6 · Conditions of employment

One row per (LGA × cadre × employment_type × payment_regularity × weekly_hours). The WHO decent-work lens — who's on regular payroll, who's on contract, who works overtime.

Employment type, payment regularity and weekly-hours bucket are derived deterministically from each worker's PHCW-UID via FNV-1a. National shares: 65/25/10 (regular/contract/volunteer), 80/15/5 (regular/irregular/unpaid), 40/45/15 (35-40h/40-50h/50+h). In production these come from HRIS payroll feeds or PractitionerRole extensions.
Worker endpoint: https://phcwr-nhwa-export.qualcrest.workers.dev. Each endpoint accepts ?state= and ?lga= filters (PHCW-UID prefixes, e.g. state=NS&lga=LAF). CSVs are RFC-4180 compliant, UTF-8, with one header row.
